During the October Crisis of 1970 the Canadian government invoked the War Measures Act, the first time the government had done so during peacetime. The result was a heavy military presence in Quebec. The police were given far-reaching powers and they arrested and detained, without bail, 497 individuals. All but 62 of those arrested were later released without charges. The cartoon was published in the Vancouver Sun.
